But I checked out some live videos of the commotions and sure enough it does appear to be fingered in standard.
What's so peculiar is that it's very hard to play in standard tuning.

easy to play in open, very very very difficult to play in standard tuning.
Well, I mean not very very difficult but quite difficult.

on the Are You Ready To Be Heartbroken bit of the song where it's kind of going

You can do this again in open D tuning which I believe Lloyd Cole plays in quite a lot and writes in quite a lot.
